Land Use Map / Density Changes

  1. Properties whose land use designations were changed by the Regional Planning Commission in June 2000 from N20 to N10 should revert back to N20.

Plan Policies / Language Changes

  1. Page 10, Guiding Principles:

    2. Amend to read: "The overall goal of the North Area Plan is to maximize the preservation of the area’s natural environment, recognize the opportunities and constraints that the land imposes, accommodate new uses that minimize impacts on the natural environment, [and] ensure that new development is compatible with and enhances the quality of existing communities, and provide for a wide-range of outdoor recreational opportunities.

  2. Page 12, Goal IV:

    Amend to read: Protection and expansion of the wide range of public and private outdoor recreational opportunities serving residents of, and visitors to, the area.

    Add to the last sentence: "However, not all recreational opportunities and uses are limited to formal parks; other existing open lands provide substantial passive recreation to the County’s residents as well. This includes significant investments by private land trusts holding land for future transfer to public agencies, as well as entrepreneurial and family investments in private recreational facilities.
  3. Page 12, Goal V.

    Amend to read: An orderly and cohesive pattern of development which maximizes open space, limits suburban sprawl, protects recreational uses, watersheds and downstream water quality and allows for the efficient delivery of public services, including public safety and health within areas committed to rural and suburban uses.
  1. Page 21, Goal IV-2.

    Add to end " . . . and protects ridgelines and views from key public lands, trails and scenic highways.
  2. Page 28, H. Recreation And Trails

    Add to first sentence "One of the most important functions of this portion of the Santa Monica Mountains is its ability to provide the Los Angeles Metropolitan region with a wide range of public and private recreational opportunities."
  3. Page 31, Policy IV-48. Reword subsections b., d. and g.


    4. New b: "Within natural areas intended for the protection of vegetative, habitat and scenic resources, regulate use to preserve resource values.
    New d: "Ensure that the routing and improvement of trails facilities is compatible with the resource values of adjacent lands.
    New g: Add to end "or where the trail is depicted on Map 4 (Hiking Trails) of this Plan."

  4. Page 32, Policy IV-52.

    "Allow the development of new, and the retention of existing, private recreational facilities, including equestrian rental and boarding facilities, low intensity campgrounds and conference facilities . . . "
  5. Page 76, Policy VIII-10 – delete.
  1. Page 80, #6. Delete Watersheds/Water Quality Protection Ordinance from list of items to be included in the Community Standards District.
  2. Page 81, #6. Vegetation/Fuel Modification Standards

    Add County Fire Department to the list of agencies to be consulted with.
  3. Page 81 – Policy Committee.

    Edit first sentence to read "Create a permanent Ventura Freeway Corridor Policy Committee composed of representatives appointed by the following: County of Los Angeles, cities of Agoura Hills, Calabasas, Hidden Hills and Westlake Village, the Los Virgenes Municipal Water District, the Las Virgenes Unified School District and the National Park Service. Vest in this committee the following responsibilities:"
  4. Page 85 – active recreation

    Delete picnicking and fishing from definition.
  1. Add to the list of implementation items in Chapter IX, Part B, that an updated

    2. version of the County Trails Map for the Plan Area should be prepared.

  2. Page 89 – passive recreation

    3. Amend definition as follows: "Passive recreation – recreational activity, usually unstructured, requiring little use of physical facilities. Includes such activities as hiking and horseback riding. Does not include activities/facilities such as baseball diamonds and soccer fields."

  3. Amend Figure 2 – how to calculate residential density – as recommended by

    4. staff.

  4. Page 44, policy V-31

    Amend to read as follows: "Outdoor amplified sound for commercial activities shall be prohibited between the hours of 8:00 pm and 8:00 am anywhere within the North Area Plan, except where specifically regulated by permit."
