MOTION BY SUPERVISOR ZEV YAROSLAVSKY

Every year throughout Los Angeles County, more than 100,000 family pets are reported lost. Sadly, many of these missing cats and dogs are never reunited with their families because the animals are lacking proper identification tags and their owners don’t know how or where to find them.

With more than a dozen different animal control agencies Countywide and 20 separate shelter facilities, recovering a lost pet is often an impossible task.

The advent of the Internet and its capability for rapid dissemination of sophisticated digital image data offers a potential solution. The Department of Animal Care & Control’s web site can be utilized to display the images of lost pets. This will vastly improve the ability of citizens to retrieve their missing animals, and will also help the county find adoptive homes for unwanted animals. These simple applications of available technology will greatly enhance animal welfare in Los Angeles County and should be pursued as soon as possible.

I, THEREFORE, MOVE THAT THE BOARD OF SUPERVISORS:

1. Direct the Director of Animal Care and Control, in concert with the Chief

Information Officer, to develop a plan for the creation and implementation of a comprehensive Internet site for the Department of Animal Care and Control. The proposed system will provide for improved access to information and the many services offered by the department via the Internet. General functions of the system will include, but not be limited to, the following:

A. Information about the Department

B. Shelter Locations and Maps

C. Department Services

a. Identification and Return of Lost Pets (including digital images of animals)

b. Adoptions (including digital images of animals)

c. License Registration and Renewal

d. Links to other relevant Internet sites

e. Spaying and Neutering Policies

f. Vaccination Requirements

The Director of Animal Care and Control and the CIO are to return to the Board with the following information:

Funding for this project is to come from the Enterprise Technology Fund approved by the Board and managed by the CIO.
