MOTION BY SUPERVISOR ZEV YAROSLAVSKY

Late this past week, an administrative law judge for the California Public Utilities Commission recommended the imposition of a new area code overlay in the 818 area, similar to the 424 area code overlay that has been proposed for the existing 310 area.

The stated purpose of this new overlay is, once again, to accommodate the proliferation of pagers, fax machines, cell phones and computer modems. This argument fails to acknowledge the hundreds of thousands of currently unassigned numbers available in existing area codes. Nor does it recognize the merits of various alternative proposals now circulating.

This Board recently filed comments with the PUC in opposition to the 424 overlay, which has now been suspended pending further review by the Commission. I believe the Board should similarly oppose the imposition of this equally unwarranted overlay in the San Fernando Valley until a systematic analysis of the state’s entire area code needs can be undertaken.

I, THEREFORE, MOVE THAT the Board of Supervisors direct County Counsel to file comments with the PUC in opposition to this latest area code overlay proposal, consistent with earlier Board actions on this issue, until such time as a comprehensive analysis of the area code situation can be undertaken throughout the entire state.
