MOTION BY SUPERVISORS ZEV YAROSLAVSKY AND MICHAEL ANTONOVICH

The final 1999-2000 State Budget includes a $1.8 million appropriation to Los Angeles County’s Local Agency Formation Commission (LAFCO) for a study of San Fernando Valley secession. The $1.8 million represents the State’s commitment to fund 80% of the study, with the City of Los Angeles and County of Los Angeles each providing 10%, or $225,000.

It is now time for the County to commit its share, contingent on the City of Los Angeles committing an equal amount. The funds should be placed in a special account within the County Treasury and expended on a matching basis to the State’s appropriation.

I THEREFORE MOVE that the County appropriate $225,000 for the purpose of conducting a study of San Fernando Valley secession, contingent on the City of Los Angeles appropriating an equal amount; and

I FURTHER MOVE that the $225,000 be transferred from Non-Departmental Special Accounts to a new special account within the County Treasury, and that the City’s $225,000 be placed in the same account; and

I FURTHER MOVE that LAFCO be authorized to draw down the funds in this account for the purpose of conducting the San Fernando Valley secession study, as a match to the $1.8 million appropriated by the State for this purpose, on an 80% State, 10% County, and 10% City basis; and

I FURTHER MOVE that monies in this account shall only be expended pursuant to contracts approved by a vote of the LAFCO.
