Each year, the Los Angeles Homeless Services Authority (LAHSA) funds a Winter Shelter Program to provide emergency shelter beds for homeless individuals and families during the cold and wet months. The Winter Shelter Program is funded with City and County funds. Last year, the City provided an additional $95,000 to provide case management services in the Citys Winter Shelters. Due to the success of the case management services, the City if providing $95,000 again this year. In order to provide case management services in the remaining County Winter Shelters, LAHSA needs $70,000.
Case management services are critical to address the needs of the Winter Shelters homeless population. Last year, the Citys Winter Shelters offered case management to over 6,250 clients, to whom 2,032 accepted the services, and 710 of those clients were placed in housing.
The Community Development Commission is able to provide one-time funding of $35,000 from surplus administrative Community Development Block Grant (CDBG) funds for Winter Shelter case management services.
I, THEREFORE, MOVE that the Board of Supervisors direct the Community Development Commission to provide $35,000 in surplus CDBG administrative funds to LAHSAs Winter Shelter Program for case management services; and
I FURTHER MOVE that the Board of Supervisors direct the Chief Administrative Officer within thirty days to identify a source for the additional $35,000 necessary to provide case management services throughout the Countys Winter Shelters.
