February 8, 2000MOTION BY SUPERVISOR ZEV YAROSLAVSKY
Proposition 13 - the Safe Drinking Water, Clean Water, Watershed Protection and Flood Protection Bond Act - is a $1.97 billion measure which will improve the quality of drinking water supplies and help protect and restore the aquatic environment throughout California.
Prop. 13 will help fund substantial improvements to aging local drinking water systems to make our drinking water supplies safe. It will also help clean up water supplies fouled by inadequately treated sewage by funding improved wastewater treatment and watershed restoration. This measure will also set aside $100 million to help control non-point source pollution throughout the storm-drain and flood-control system in the six-county Southern California area.
Outdoor recreation is a major industry in California, and Prop. 13 would provide some $61 million to help improve water quality at Southern California beaches. In addition, it offers $95 million in funding to acquire, protect and restore riparian habitats near the Los Angeles River and other streams and waterways.
I, THEREFORE MOVE THAT the Board of Supervisors officially express its support for Prop. 13 on the March 7, 2000 ballot, and communicate to the 88 cities of Los Angeles County the Board's support for this important measure.
