MOTION BY SUPERVISORS YVONNE BRATHWAITE BURKE AND ZEV YAROSLAVSKY

The provision of child care for our employees has long been a County policy and is working most successfully in facilities where a documented need and appropriate space exists. In order to increase the number of child care centers in our county facilities, the Chief Administrative Officer (CAO), at the Board’s direction, developed policies and criteria for the integration of child care facilities in future County capital projects. Moreover, within the next sixty days, the Children’s Planning Council will present recommendations to the Board which would include policies to strengthen the child care infrastructure in Los Angeles County by developing a countywide child care master plan for the County which would identify ways to leverage funding for child care with other stakeholders, influence legislation, and most importantly coordinate all state and county-related investments and projects in child care, such as those with Proposition 10, Department of Public Social Services, Department of Children and Family Services, Community Development Commission and the State Department of Education.

With regard to the creation of child care centers in county facilities, it would be appropriate for the CAO and Human Resources, Child Care Division, with input from the child care community, to develop a Strategic Plan for the provision of Child Care for County employees, which would include a needs assessment, a review of existing County-owned and leased facilities to determine which type of facilities are appropriate in terms of space, market demand and economic feasibility.

Upon completion, this Strategic Plan could be incorporated into the future overall Countywide Strategic Plan for Child Care for all residents of Los Angeles County.

WE, THEREFORE, MOVE that the CAO and Human Resources, Child Care Division, with input from the child care community, develop a Strategic Plan within 120 days for the provision of child care for County employees, which would include a needs assessment, a review of existing County-owned and leased facilities to determine which type of facilities are appropriate in terms of space, market demand and economic feasibility.

WE FURTHER MOVE that the recommendation of Child Care Futures Committee of the Children’s Planning Council be presented to the Board of Supervisors as soon as it becomes available.
