Yaroslavsky Wins County Financial Support for Valley Secession Study - On July 13, the Board unanimously adopted a motion by Supervisor Zev Yaroslavsky to appropriate $225,000, or 10% of the estimated cost, for the Local Agency Formation Commission (LAFCO) to develop a report analyzing the proposed secession of the San Fernando Valley from the City of Los Angeles. The state of California had earlier committed $1.8 million, or 80% of the estimated expense, toward the study, contingent on County and City participation, and Yaroslavsky expressed confidence that the City would appropriate the remaining 10% to permit the study to go forward. Board Adopts Yaroslavsky Call to Block Offshore Oil Drilling On June 29, the Board of Supervisors adopted Supervisor Yaroslavskys motion to go on record in opposition to renewed off-shore oil drilling in California. The Board directed that a five-signature letter be sent to President Clinton, Governor Davis, members of the state Congressional Delegation and the Secretary of the Interior asking that 40 leases on the Outer Continental Shelf not be extended, and that the off-shore moratorium be continued. Yaroslavsky Calls for Redesign of Ahmanson Ranch Project to Protect Endangered Species On July 6, the Board of Supervisors approved Supervisor Yaroslavskys motion to send a five-signature letter to Ventura County officials urging a redesign of the Ahmanson Ranch project to protect endangered species, following the discovery on the site of a small field of spineflowers, last seen in 1940 and long thought to be extinct. Yaroslavskys motion also directed Los Angeles County officials to closely monitor land use developments in Ventura County concerning the Ahmanson Ranch project, to offer comments where appropriate, and to consider endangered species issues in any authorizations required to be issued by our County in connection with the Ahmanson Ranch project. Yaroslavsky Calls for Task Force to Investigate County Foster-Care System, Recommend Improvements - On July 6, the Board adopted a motion by Supervisor Zev Yaroslavsky, co-sponsored by Supervisor Mike Antonovich, to create an 11-member Task Force to investigate the Countys troubled foster-care system. The Task Force, comprising members of the public and government agency representatives, was charged with developing a system of tracking complaints at foster homes, reviewing the overall system of monitoring foster homes, and offering recommendations for improvement. It is expected to report back to the Board within 120 days with findings and recommendations Board Intervenes to Block 818 Overlay - On July 13, unanimously adopting a motion by Supervisor Yaroslavsky, the Board of Supervisors directed County attorneys to file comments with the California Public Utilities Commission in opposition to a draft decision of June 30, 1999 by Administrative Law Judge Thomas Pulsifer that recommended imposition of a new area code overlay within the existing 818 area code region. The comments reiterate a request made by the County to the PUC several weeks earlier to fully investigate alternative strategies to accommodate the demand for new phone lines without creating so many new area codes. Yaroslavsky Announces Upcoming Household Hazardous Waste Collection - Supervisor Zev Yaroslavsky has announced an upcoming Countywide Household Hazardous Waste Collection, utilizing the County Hazmobile, to be held Thur-Sat, August 19-21, at Pacific Palisades High School, the upper parking lot above the football stadium, 15777 Bowdoin St., 9:00 a.m. to 3:00 p.m. Further information may be obtained by calling the Los Angeles County Department of Public Works, toll-free, at (1-800) 98-TOXIC (988-6942).
