Yaroslavsky Unveils Rapid Busway Plan For Valley, Westside - Addressing a transit summit of San Fernando Valley elected officials, civic leaders and transit advocates, Supervisor Zev Yaroslavsky unveiled a proposal to establish several dedicated busways in the San Fernando Valley, the Westside and the Eastside to accommodate extra-long express buses that function much like trains. The busways, costing a fraction of underground subway lines, are similar to those Yaroslavsky studied during a fact-finding trip with other officials to Curitiba, Brazil earlier in the year. Enthusiastic proponents tout them as "subways above the ground" because they carry up to 270 passengers each, have limited stops, and collect fares before boarding to speed up rider loading and unloading.

Funding for the project comes from Prop. A, the "Safe Neighborhood Parks Act of 1996," a Countywide measure sponsored by Yaroslavsky for park and open-space acquisition and improvements, as well as Third District capital project allocations. Construction will begin on November 29, following the Ford’s 1999 "Summer Nights" season, and be completed by April 30, 2000 in time for next year’s summer schedule.

The pilot project is a collaboration between public and private agencies in the San Fernando Valley, which If successful will be implemented in other parts of the county. The San Fernando cluster was chosen because it’s a high-need area, there’s an organized and committed community organization - the LAUSD San Fernando Cluster Resource Coordinating Council - and because the County earlier mounted a successful Medi-Cal outreach program with its Public Social Service and Health Departments and LAUSD.
