Yaroslavsky Announces Board Approval for Malibu Pier Rehabilitation Project - Board of Supervisors Chairman Zev Yaroslavsky has announced County approval of an agreement with the state Department of Parks and Recreation that will provide the final funds to complete the repair, refurbishment and improvement of the landmark Malibu Pier. The arrangement reassigns the right to apply for the $2.9 million in County voter-approved Prop. A "Safe Neighborhood Parks" funds from the County's Beaches and Harbors Department to the State of California, which will own and operate the Pier at no future cost to the County, and which has agreed to be responsible for regular Pier inspections and repairs. Yaroslavsky noted that the deal requires the state to exhaust other potential funding sources before tapping the $2.9 million allocation, and allows the County to reclaim any unspent portion of that allocation to be spent on other County beach projects. The agreement also guarantees the County a free lease to retain at no County cost its longstanding lifeguard facilities on the Pier. Christmas Tree Recycling Program - Board of Supervisors Chairman Zev Yaroslavsky is reminding residents throughout Los Angeles County that once again, they can conveniently recycle their Christmas trees this year. Most areas provide curbside recycling during regular pickup days while others offer drop-off sites where the trees can be recycled over the weekends of 12/30-31/2000, and 1/6-7/2001. Under the program, trees will be chipped and used for mulch at County parks and landfills, which helps residents safely dispose of very dry trees while preserving diminishing landfill capacity. Residents should prepare trees for disposal by removing tree stands and all hooks, nails, ornaments and tinsel before hauling trees to the drop-off sites. Board Names VA Health Chief to Become Director of Department of Health Services - On Friday, December 21, the Board of Supervisors appointed Dr. Thomas L. Garthwaite to become Director of the County of Los Angeles Department of Health Services. He will also serve as the Department's Medical Director, assuming his new duties effective February 1, 2002. Acting Director Fred Leaf, a 29-year DHS veteran who has served in his present capacity since July, was named as Chief Operating Officer of the Department. Expressing his support, Board of Supervisors Chairman Zev Yaroslavsky commented, "He's a reform agent. He's not frightened by change, and he's not afraid to make difficult decisions, to take on sacred cows, as he's had to do at the VA." Yaroslavsky Assumes Chairmanship for 2001-2002, Warns of Rocky Fiscal Road Ahead - On Tuesday, December 4, 2001, Supervisor Zev Yaroslavsky formally assumed his duties as Chairman of the Board of Supervisors for the 2001-2002 term. The Chairmanship rotates annually among the five Board members on the first Tuesday of December. Taking note of the slowing national and state economy, Yaroslavsky's incoming remarks were short and to the point. "I have one sentence to say," he told fellow Board members. "Keep your hands on your collective wallets and follow the money. That's what's going to be keeping us busy for the coming year."
Yaroslavsky Unopposed for Third Term - The County Registrar-Recorder's office has announced that no opponents have filed to challenge his re-election in 2002 for a third term on the Board of Supervisors. "I'm very grateful for this vote of confidence on the part of my constituents in the Third District," Yaroslavsky said. "I'm pleased that I've been able to earn and retain their trust and confidence, and I look forward to the privilege of serving them on the Board for another four years." Yaroslavsky was elected to the Board of Supervisors for the Third District in June 1994 after serving since 1975 as a member of the Los Angeles City Council. Yaroslavsky Wins Board Approval to Post County Candidate and Ballot Measure Campaign Finance Statements On-Line - On December 4, Supervisor Zev Yaroslavsky won unanimous approval for his motion calling for the posting of campaign finance statements on the County Registrar-Recorder's Website alongside other election information. In the motion, Yaroslavsky noted overwhelming County voter approval in 1996 of Prop. B, a far-reaching campaign finance measure which he authored that requires timely filing of campaign finance statements with the Registrar-Recorder. But "there has never been a provision for those statements to be posted on the Registrar's website," the motion notes, and "The public interest would be served by making such information as widely available as possible." Board Adopts Yaroslavsky Proposal to Rename County Courthouse After Late Supreme Court Justice Stanley Mosk - On December 11, the Board of Supervisors voted unanimously to adopt Supervisor Yaroslavsky's motion to rename the Los Angeles County Courthouse in honor of the late Stanley Mosk, a distinguished jurist who served a record 37 years on the California Supreme Court. Mosk had earlier served 16 years on the Los Angeles Superior Court before winning election as California Attorney General in 1958, a position he held until his appointment by then-Gov. Pat Brown to the state Supreme Court in 1964. Yaroslavsky Wins Approval for Funding Winter Shelter Program for County Homeless - On December 4, Supervisor Zev Yaroslavsky won approval for his motion appropriating $70,000 to fund case-management services for the 2001-2002 Winter Shelter program for the County's homeless. Yaroslavsky explained that each year the Los Angeles Homeless Services Authority provides emergency shelter beds for the homeless during the cold and wet months, jointly funded by the City and County of Los Angeles. Case management services better assist homeless people taking part in the program by targeting specific aid and referrals where they are needed, Yaroslavsky explained, which requires a shared responsibility between the City and County for additional funding contributions beyond those needed for shelter operations alone.
