Los Angeles County Wins Renewal of Health-Care Waiver - On Tuesday, June 27, federal officials agreed to renew the five-year Medicaid waiver granted to Los Angeles County's health-care delivery system, ensuring continued outpatient services for hundreds of thousands of County residents otherwise lacking health insurance. Noting that the waiver expires for good in 2005 and still requires extensive financial restructuring by the County's mammoth health department, Yaroslavsky sounded a note of cautious optimism in comments to the Los Angeles Times. "That's both good news and bad news," he told the paper, adding, "We have to get to work." But overall, he commented, "It's a good day for the county." Word of the approval came three days after Yaroslavsky personally spoke with President Clinton in Los Angeles at an event hosted by Sen. Dianne Feinstein. Yaroslavsky Announces New, Free Hollywood Bowl Shuttle Service for Metro Rail Red Line Passengers - Supervisor Zev Yaroslavsky has announced a new pilot program offering free shuttle service for Bowl patrons riding the Metro Rail Red Line subway into Hollywood. Yaroslavsky said that subway riders holding round-trip tickets for the Red Line subway, or the Blue Line and Green Line light-rail trains, can now take the shuttle to and from the Hollywood/Vine station to the Bowl free of extra charge, saving time and parking expense. Yaroslavsky said the shuttles begin carrying passengers three hours prior to showtime. Return trips begin 20 minutes after the performance concludes, and continue until the last train departs Hollywood/Vine at 12:05 a.m. He noted that riders can save 33% off regular fares by buying tokens; seniors, students, and disabled people are eligible for even more deeply discounted passes, and frequent riders can also purchase weekly, bi-weekly or monthly passes. Free Weekday Beach Parking For Seniors - Yaroslavsky reminds senior citizens to take advantage of the County's free weekday beach parking program this summer. Seniors over the age of 62 may obtain a pass from the County's parking contractor, Five Star Parking, which entitles them to park free of charge in all attended County beach parking lots Monday through Friday, holidays excepted. Van Nuys Probation Office Functions Relocated - Responding to Van Nuys community concerns about the negative impact on their neighborhood revitalization efforts, Yaroslavsky has announced a compromise plan to relocate certain functions of a new Probation Office outside of a residential area. Yaroslavsky said that for the life of its two-year lease, the disputed office, located at 14540 Haynes Street in Van Nuys, would house Probation staff for administrative work only. Probationers and their families will be seen in another leased facility located some eight blocks away at 7066 Van Nuys Blvd. Once the leases are up, Yaroslavsky explained, the Probation Department would consolidate the two offices at 14358 Calvert Street, about 16 blocks from the Van Nuys Blvd. site. Household Hazardous Waste Collection Set for Beverly Hills - Supervisor Yaroslavsky has announced an upcoming Countywide Household Hazardous Waste Roundup on Saturday, July 8, on Foothill Blvd. between Alden Dr. and West 3rd St. in Beverly Hills from 9:00 a.m. to 3:00 p.m. Further information may be obtained by calling the Los Angeles County Department of Public Works, toll-free, at (1-888) CLEAN-LA (253-2652). North Hollywood Metro Rail Red Line Link Set to Open - On Saturday, June 24, the final 6.3-mile North Hollywood link of the Metro Rail Red Line subway began regular service to the San Fernando Valley. The system's last three stations, each a distinctive and original architectural design, opened for passengers at Hollywood Boulevard and Highland Avenue, Universal City, and North Hollywood. Board Contracts With San Fernando Valley Neighborhood Legal Services Center for Van Nuys Courthouse-based Self-Help Access Center - On June 20, the Board of Supervisors approved a one-year, $313,000 contract with San Fernando Valley Neighborhood Legal Services to establish a Self-Help Legal Access Center at the Van Nuys Courthouse. Yaroslavsky said the Center will assist those individuals representing themselves in court to better understand the laws, regulations and court procedures relevant to their cases, which usually comprise divorce and child-custody cases or small-business disputes. The SHLAC will enable them to achieve better results and make informed choices regarding their legal options, Yaroslavsky said, noting that many unrepresented litigants are unprepared to properly proceed with their cases, which compromises their legal position and impedes court operations. Yaroslavsky said that County officials hope to have the Center up and running by September 2000. Whiteman Airport Utility Lines to Be Undergrounded - Yaroslavsky announced Board approval on June 20 for a project to remove and relocate underground a number of utility poles situated along Osborne St. under the Runway 30 approach path for Whiteman Airport in Pacoima. Yaroslavsky said the effort would eliminate unsightly wires, increase public safety for pilots and surrounding neighborhoods alike, and comply with current state and federal standards for height restrictions on facilities in the runway approach zones. Yaroslavsky said that the $650,000 project will be 90% funded by a Federal Aviation Administration "Airport Improvement Program" grant, with the remainder coming from the Department of Public Works' Aviation Capital Projects Fund. Yaroslavsky Unveils County Government Reform Proposals to Expand Board Membership, Establish Elected County Executive; Leads Effort to Protect Home Rule, Reject Statewide Vote on Los Angeles County Measures - On June 20, the Board of Supervisors took up two County government reform proposals spearheaded by Yaroslavsky to expand Board membership to nine supervisors, and to establish an elected County Executive to serve as a check and balance between the County's regional interests and those of its constituent districts. The proposals were scheduled for a new hearing on July 18, at which time the Board will also consider proposals to convene a County Charter Reform Commission to examine the issues. The Board also approved Yaroslavsky's motion to oppose SCA 7, a proposed state constitutional amendment by State Sen. Richard Polanco to expand the Los Angeles County Board of Supervisors by a statewide vote. "Under SCA 7," Yaroslavsky's motion declared, "the voters of Los Angeles County will cede the right to determine their form of government to voters up and down the State. This is fundamentally anti-democratic and wrong." Hollywood Bowl Shuttle Begins Service - As the Hollywood Bowl summer season begins, Supervisor Yaroslavsky urges all Hollywood Bowl patrons to take advantage of the Bowl's various park-and-ride and shuttle options to save parking costs and ease traffic problems. Beach Bus Begins Service - Yaroslavsky announced Board approval to renew the County's summer beach bus service from various unincorporated areas including Topanga Canyon. The Beach Bus will operate on selected days of the week between June 15 and September 4. Started in 1981, the program continues to be effective in transporting residents to the beaches for fares ranging from 50 cents to $2 each way depending on the length of the route.
