November 22, 1999 YAROSLAVSKY REAPPOINTS ATTORNEY HERBERT SEMMEL TO PERSONAL ASSISTANCE SERVICES COUNCIL Supervisor Zev Yaroslavsky has reappointed Hollywood Hills resident and local attorney Herbert Semmel to the Los Angeles County Personal Assistance Services Council (PASC). The PASC is a Public Authority established in 1997 on a motion by Yaroslavsky to oversee the provider registry for the Countys local/state/federal funded In-Home Support Services (IHSS) program, which provides personal assistance to disabled people living independently in their own homes. Semmel is a staff attorney for the National Senior Citizens Law Center specializing in health. He has taught widely at law schools and medical schools in the field of health policy, holding positions at Cardozo Law School in New York City, the Albert Einstein College of Medicine, Antioch Law School, and others. Duties of the 15-member Council include maintaining a registry of care providers and working to ensure their qualifications and fitness.
