APPROVAL Board
of Supervisors Chairman Zev Yaroslavsky has announced County approval of an agreement with
the state Department of Parks and Recreation that will provide the final funds to complete
the repair, refurbishment and improvement of the landmark Malibu Pier. "I'm
very pleased that the County, City of Malibu and State of California have finally been
able to come to terms on this project," Yaroslavsky said. "We are all looking
forward to the day when the Pier is fully restored and reopened for everyone to
enjoy." The
arrangement reassigns the right to apply for the $2.9 million in County Prop. A "Safe
Neighborhood Parks" funds - a 1992 County voter-approved assessment for park
improvements and the preservation of open space - from the County's Beaches and Harbors
Department to the State of California. The state will own and operate the Pier at no
future cost to the County, and has agreed to be responsible for regular Pier inspections
and repairs. The state has also agreed to establish a pair of reserve funds, subject to
regular County audits, to ensure that adequate funding remains on hand to maintain the
Pier in good and safe condition. The
City of Malibu earlier had reassigned to the state its right to apply for Yaroslavsky
noted that the recently-approved deal requires the state to exhaust other potential
funding sources before tapping the $2.9 million allocation, and allows the County to
reclaim any unspent portion of that allocation to be spent on other County beach projects.
The agreement also guarantees the County a free lease to retain at no County cost its
longstanding lifeguard facilities on the Pier. The County-state agreement runs through June 30, 2019.
