YAROSLAVSKY UNVEILS INNOVATIVE PROPOSAL FOR INTERNET "PASSPORT" FOR COUNTY'S FOSTER KIDS

Supervisor Zev Yaroslavsky today unveiled an innovative proposal to create an Internet "passport" for County-supervised foster children which would contain a summary of each child's health and education information and records.

"Foster kids will typically pass through several different shelter or caregiver living arrangements along the road to their eventual emancipation from the County's dependency system," Yaroslavsky explained. "It's critically important that all those entrusted with their care have the most current and complete personal information available to properly meet their needs."

Yaroslavsky noted that state law requires such a case plan for each foster child, which must accompany all status review court reports and adoption assessments, and must be furnished to each foster caretaker to ensure that the child's unique needs are addressed.

Yaroslavsky said that posting the information on a special Website, with appropriate confidentiality protections, would enable the County's Department of Children and Family Services, as well as caregivers, social service and education providers, to quickly pull up the information and utilize it for the child's benefit.

Yaroslavsky said that the plan, developed with the cooperation of the Department of Children and Family Services and the Chief Administrative Office, would be voted on February 20.
